As BC transitions rapidly toward electrification—electric vehicles (EVs), heat pumps, and electric domestic hot water systems—the demand on building electrical infrastructure is growing fast. Many strata corporations are finding themselves underpowered and underprepared.
That’s why the BC Government now requires Electrical Planning Reports (EPRs) for all strata corporations with five or more units. At Phase Technologies, we specialize in helping strata councils understand, evaluate, and future-proof their electrical systems.
What Is an Electrical Planning Report (EPR)?
An Electrical Planning Report is a detailed technical document that:
Assesses your existing electrical capacity
Analyzes peak demand and spare capacity
Projects future load requirements, including for:
EV charging stations
Heat pump systems
Domestic hot water conversion
Lighting, ventilation, and other mechanical systems
Recommends load management strategies and/or upgrades
These reports provide the foundation for responsible decision-making, EV charger approvals, and budget planning.
Deadlines for Strata Corporations
If your strata has 5 or more strata lots, BC regulations require you to obtain an EPR by:
December 31, 2026 – Metro Vancouver, Fraser Valley, and CRD (excluding remote islands)
December 31, 2028 – Other BC regions
New strata plans – Within 5 years of registration
